International Students

Texas State University has a health insurance requirement for international students that must be met each semester. All international students on non-immigrant visas are required by university policy to have health insurance coverage while at Texas State. International students have two options for meeting this requirement:

  • Purchase the Blue Cross Blue Shield Student Health Insurance plan endorsed by the university, or
  • Request a waiver by submitting proof that that student has health insurance coverage that is provided by a U.S. employer or paid for by the student’s home country or U.S. Government
    • For students attending Texas State for one semester or less, please call the Student Health Center  at 512-245-2161, option 5 for special waiver instructions.

NEW Change Effective Fall 2016 

  • IMPORTANT:  Effective Fall 2016 the university will not add the health insurance charge to student’s account and will not enroll students in the student plan.


  • IMPORTANT: The Texas State International Office will be working together with the Student Health Center during the fall semester to enforce and monitor compliance with the health insurance requirement for non-immigrant international students. Beginning Spring 2017, the International Office will take over enforcing and monitoring the health insurance requirement for non-immigrant international students.


  • Attention Exchange Students:  The student health plan must be purchased. There is no option to submit a waiver request.


PLEASE NOTE that students must either purchase the plan or submit a waiver for each semester that they are enrolled at Texas State. Students will receive an e-mail with instructions each semester. The e-mail will go to the student’s Texas State e-mail address. The e-mail will have a web link for students to use to either purchase the plan or submit an online waiver request. The first e-mail will be sent out at the start of the open enrollment period (see table below). If a student has not received their e-mail by the first day of open enrollment, they should e-mail the Student Health Center at or call 512-245-2161, option 5; or the International Office at 512.245.7966. 

July 19, 2016:  First day students can purchase the student health plan or request a waiver.

August 25th, 2016, 5pm:  Last day students can purchase the student plan or request a waiver.

  • Students that do not meet the requirement by August 25 will have a “hold” placed on their student account on August 26.
    • IMPORTANT:  A “Hold” will prevent you from changing classes, registering for the next semester classes, applying for graduation, and applying for OPT.  These holds can jeopardize your status for not maintaining F-1 requirements of enrollment.
    • IMPORTANT:  After the August 25 deadline, students will only be able to have their “Hold” removed by showing proof of purchase and enrollment in the student health plan. Waiver requests will not be allowed.
  • Students arriving and registering after this deadline can call the SHC for assistance at 512-245-2161, option #5 or the International Office at 512.245.7966.

 Students will receive their insurance card after they enroll and pay for the plan. Please have a credit card available for payment.

How to have your hold removed:
Present proof that you have enrolled and paid for the Student Health Plan to the International Office. Waiver requests will not be accepted. See information on the International Student Health Plan.

  1. Send a copy of a payment receipt or email confirmation from AHP (Academic Health Plan) to the International Office email
  2. The International Office will confirm your enrollment in Health Insurance with AHP.
  3. Holds will be removed by 5pm the next business day.
